Middle (Main Inscription):
清 (Qīng) – Refers to the Qing Dynasty or maybe it is an honorific 惠德許 – surname is given last so should be 許惠德
公墓 – "Honored Tomb of"
Left Side:
光緒九年 (Guāngxù Jiǔ Nián) – 9th Year of the Guangxu Emperor (1883)
冬立 Erected in the winter (of 1884)

Notes:
Market Gardener, former gold miner. Died a few days before 29th Dec 1883. Likely to be Taishanese so that might explain the anglization of his Chinese name. The Taishan dictionary 台山话 suggests Hui33* Fi32 Ak55
